Bavaria remains: wind power projects in Altenstadt and Kellmünz before obstacles
In the current debate about the energy transition in Germany, it becomes clear that the expansion of wind turbines is repeatedly due to significant obstacles. This problem is particularly pronounced in Bavaria, where the number of approved wind power projects in 2023 is terrifyingly low. Compared to other federal states, Bavaria occupies one of the back places with only 17 permits. This situation has an impact on the Free State of the Free State, but also on compliance with the climate goals.
The role of the Altenstadt and Kellmünz
The commitment of the Mayor Wolfgang Höß from Altenstadt and Michael Obst from Kellmünz, which would like to actively work for the construction of wind turbines in their communities. A concern that is widespread among the mayors provides for an investor to submit a building application before the new regional planning requirements come into force. These should be determined in two years and make it difficult to build smaller wind turbines.
hurdles for wind power expansion
A central point in this discussion is that the new regulations of the regional plan for wind power locations exclude up to an altitude of 200 meters, which leads to a massive restriction of the possible surfaces. One of the reasons for this are the security requirements that for example prohibit the construction of wind turbines near a helicopter squadron. These restrictive guidelines mean that the construction of wind turbines in Bavaria is hindered, while other federal states such as North Rhine-Westphalia or Schleswig-Holstein award far more generous permits.
Economy and market forces
Another topic that is repeatedly addressed in the discussion is the economy of wind power projects. Association director Markus Rieth expresses concerns that wind turbines under 200 meters are not economically profitable. However, this assumption is questioned by the mayors who believe that this decision should be given to investors. If an investor does not see any return, he would not trigger a project. Rather, the possibility should be created to include smaller wind turbines in the planning.
Outlook on the energy transition
The challenges that the expansion of wind energy in Bavaria brings are symptomatic of a nationwide problem. Again and again the progress confronts new framework conditions or local decisions. In order to achieve the ambitious climate goals, both politics and society have to find new ways to promote the expansion of renewable energies. This is the only way to contribute to the achievement of a sustainable energy future.
