Defects in bills: Minister Peter Hauk criticizes animal welfare and fertilizer law

Federal Minister of Agriculture Peter Hauk criticizes draft laws on animal welfare and fertilizer control

The Federal Minister of Agriculture Peter Hauk expressed his concerns about the current draft laws of the Federal Government on the Animal Welfare Act and the Fertilizer Act. He complained that the laws submitted disregarded the principles of good legislation and thus cause unnecessary effort, bureaucracy and costs.

Especially with the Animal Welfare Act, Hauk called for improved cooperation between the federal and state governments. He emphasized that the federal states have brought justified concerns to improve animal welfare in the past and that thorough coordination with the countries would have been urgently needed. Over 80 amendments to the federal states are already available for advice in the Federal Council plenum, which shows that the draft must be significantly improved.

The fertilizer law also met with criticism from Minister Hauk. According to the minister, the planned change of the material electricity balance sheet regulation and the reduction of the survey limit to 15 hectares would lead to an unnecessary burden on thousands of companies in Baden-Württemberg. Hauk is therefore committed to deleting paragraph 11a of the fertilizer law to withdraw the authorization basis for the federal government.

Overall, Minister Hauk calls for practical implementation of the laws that respect animal welfare and at the same time do not excess agriculture. He supports a modern animal protection law that is easy and unbureaucratic in the implementation and enables targeted measures in the area of fertilizer.

Minister Hauk's criticism of the Federal Government's draft laws clearly shows that better cooperation between the federal and state governments is required in the area of animal welfare and fertilizer regulation. It remains to be seen how the Bundestag as legislature will react to the Federal Council's proposals and whether the required changes are implemented to improve the law.
