The road construction management gets a new face. Department 4 of the Stuttgart Regional Council no longer bears the original name "Street and Transport", but the new name "Mobility, Traffic, Streets". In this way, against the background of the nationwide motorway reform, the opportunity for organizational realignment in the previous road construction administration are used, with which the changes in the transport and mobility sector are mapped. With the reform of the motorway administration from January 1, 2021, the Federal Government is responsible for planning, construction, maintenance, maintenance, asset management and the financing of the federal highways, and the previous contract management of the federal states ends. This development has led to organizational changes in road construction management in its previous form.
Head of department Stefan Heß said: "Departments 4 of the regional councils are now called" mobility, traffic, streets ". This new name reflects the new focus of our work. Because the previous road construction administration is now being converted into a mobility administration, so to speak. ""
With the increasing number of road users in the country and the increasing number of mobility and transport interfaces, from bicycles to public transport to motor vehicles, the need for suitable solutions for all users also increases. "That is why we coordinate mobility pacts and striving for future -oriented mobility," continues Stefan Heß.
In addition, new forms of drive in society are becoming increasingly important. This includes, for example, the future promotion of new drives such as electromobility. From January 1, 2021, all topics in connection with the design of the mobility pacts, the new drives and the advice and support of municipal building contractors will be organized in a new section 45 "Regional mobility management". Section 47.5 of the regional council, which was previously responsible for large motorway projects, is no longer replaced by the responsibilities of the federal highways.
Head of department Heß assured that even after the transfer of responsibility for the planning, construction and operation of the federal roads to Autobahn GmbH, there is still enough to do for his department: "We will keep the responsibility for the planning, construction and management of federal and state roads with us. The maintenance of these traffic routes will be employed for a long time. 29) However, there are also important projects for bundling of traffic, but we are increasingly focusing on other topics and modes of transport, which we no longer consider as isolated construction work, but increasingly as part of mobility concepts and packages.
The tasks of Department 4 of the Stuttgart Regional Council
A good infrastructure is the basis for the economic strength in the Stuttgart administrative area. We ensure safe roads for all types of traffic, including commercial transport, public transport, bicycle and pedestrian traffic as well as motorized individual traffic. The responsibility of the “Air Transport” department also extends to the state of Baden-Württemberg.
Department 4 ensures that all road users in the administrative district are equipped with a good infrastructure and ensures their security:
- on federal and state roads
- on cycle paths
- in public transport (public transport) and
- in aviation.

We advise and support municipal building contractors in implementing their own street infrastructure, bicycle and pedestrian infrastructure as well as in local transport, including rail transport. The LGVFG (State Finance Act) is based on the financing.

The area of responsibility includes traffic safety and trade regulations for road, air, rail and bicycle traffic. We are responsible for special permits in the area of road traffic permit regulations, the designation of special routes for large and heavy transports, the approval of regular buses in cross-district transport associations and regular passenger transport abroad. On the basis of the Passenger Transport Act, Department 4 of the Regional Council is responsible for the technical monitoring of trams and buses. As part of technical surveillance, we advise the road traffic authorities of the municipalities and districts on questions of the Road Traffic Regulations (StVO). We are also your contact for noise protection and air pollution. In the area of aviation rights, we monitor the regulations for the construction of airfields, the approval of aviation companies and aviation staff, the approval of starts and landings in the outdoor area, the approval of flight events and the coordination of construction projects with aviation problems.

We control and coordinate both financial planning and technical planning in road and bridge construction for federal and state roads including the associated cycle path network.

A total of almost 400 employees in Stuttgart, in the branches in Heilbronn, Ellwangen and Göppingen as well as in the construction management in Bad Mergentheim and Schwäbisch Hall.
Our work focuses on:
- Creation and update of road construction and financing plans
- Promotion of municipal road construction with state grants according to the LGVFG (State Finance Act)
- Technical planning of streets as well as bridges and tunnels including the necessary environmental impact assessments and the associated landscape plans
- landing for road construction work
- Implementation of all construction measures to create and maintain the entire infrastructure of the federal and state roads, possibly including a separate infrastructure for pedestrians and cyclists
- Planning and construction of bicycle highways and bicycle high -speed compounds
In addition, there are important subject areas of traffic safety and traffic technology. This is particularly important here, especially traffic -related studies, in particular of danger spots and accident sites. This also includes the principles of equipping streets with guiding and protection devices, markings, signs and signs or traffic surveys, signal systems and dynamic traffic controls.
