Stuttgart's declaration: Disabled representative request consistent implementation of the UN Convention on the Rights of Disabilities
The disabled officers of the federal and state governments unanimously adopted the “Stuttgart explanation” at their 67th meeting in Stuttgart. In this declaration, they demand the consistent implementation of the UN Convention on the Rights of Disabilities from the federal government, the federal states and municipalities. The conference was dedicated to the 15th anniversary of the UN Disabled Rights Convention and the Second State Examination of Germany in August 2023 before the UN specialist committee in Geneva.
The disabled officers emphasized the importance of implementing the requirements of the UN Convention on the Rights of Disabilities taking into account the recommendations of the UN specialist committee. They demand increased efforts, especially in the areas of living, violence protection, rejection of coercion and ensuring participation at all levels.
The representatives see their claims confirmed by the second state examination and emphasize the need for a consistent implementation of the convention. They demand an improved prerequisite for the federal government, the states and municipalities so that people with disabilities can participate in society on an equal footing.
The Federal Government Commissioner and the State of Baden-Württemberg for the interests of people with disabilities also expressed themselves to implement the UN Convention on the Rights of Disabilities. They emphasized Germany's obligation to implement the convention and criticized that despite progress, the goals of an inclusive society have not yet been achieved. It was pointed out that inclusion is a human right and that accessibility is a quality feature for a democratic country.
The "Stuttgart declaration" sends a clear signal to the federal government, the states and municipalities of making increased efforts to implement the UN Convention on the Rights of Disabilities. It is expected that the claims of the disability officer will be taken seriously and quickly implemented to ensure the participation of people with disabilities in society.
