Title: Successful crisis management exercise Lükex23 in Baden-Württemberg

Subtitle: Cyber attack scenario subjects crisis management to a stress test

Baden-Württemberg, October 12, 2023-the crisis management was subjected to an extensive stress test exercise nationwide. During the "Lükex23" exercise, the Ministry of the Interior in Baden-Württemberg was largely responsible for the preparation, control and evaluation. The exercise in which all 16 federal states took part took place over a period of two days and simulates a cyber attack on government and administrations.

The deputy prime minister and interior minister, Thomas Strobl, emphasized the relevance of practice for an emergency. The Lükex23 exercise was one of the greatest exercises of this kind and showed that Baden-Württemberg and the other countries were optimally prepared for possible crisis situations. The Ministry of the Interior coordinated all activities - from preparation to control to implementation and evaluation.

The Lükex23 exercise had a special focus on current challenges in the field of cybersecurity. The ministries and administrations involved were able to successfully master the simulated cyber attacks. However, Minister Strobl emphasized that the fine analysis of the exercise results is still of great importance in order to continuously improve crisis management. "After the exercise is before the exercise," according to the conclusion of the Interior Minister.

The broad participation of Baden-Württemberg in the exercise underlines the seriousness with which the topic of crisis management and cyber security is treated. In addition to the State Ministry and all eleven ministries, the cyber security agency, the IT service provider of the state (BitBW) and the regional councilor Freiburg, Tübingen and Stuttgart were also involved in different intensity.

Interior Minister Strobl praised the cooperation between the federal states and the federal level during the exercise. Such an exercise is not possible without the continuous planning and preparation as well as the control of the state authorities involved. The Interior Minister thanked everyone involved, both at the state and federal level, for the successful implementation of the cross-border crisis management exercise Lükex23.

The knowledge gained from the exercise now serve to further optimize crisis management. The Interior Ministry of Baden-Württemberg will carefully evaluate the results and, based on it, take measures to make crisis management even more crisis.
