Constitutional referendum for the new nine-year high school in Baden-Württemberg rejected
The Interior Ministry of Baden-Württemberg has decided that a referendum is not permitted to introduce the new nine-year high school. The reason for this lies in several aspects that violate the state of the country.
On the one hand, no referendums and referendums on the State Household Act may take place according to the state constitution. Since the draft law for the introduction of the new nine -year high school had significant financial effects and the costs were not specified, this would have a significant impact on the state budget. Only personnel costs of around 375 million euros annually are in the room, which would be a significant budgetary influence.
Furthermore, the application for the approval of the referendum was not made by the authorized trustees who had previously submitted the popular application. Therefore the application is not permitted.
The applicants now have the opportunity to call the Baden-Württemberg Constitutional Court within two weeks to take the decision of the Interior Ministry.
This decision of the Ministry of the Interior shows that the legislation and financing of educational policy measures are comprehensively examined and cannot simply be decided by referendum or votes. The effects on the state budget must be careful to ensure long -term financial stability.
