The trend towards swimming at the top: Why is the new regulation in North Rhine-Westphalia hardly used?
A survey by the German Press Agency has shown that the permission to "top" in North Rhine-Westphalia has so far hardly been used in some swimming pools. Cologne-Bäder GmbH indicated that this regulation is hardly an issue in its bathrooms and is only very rarely used. The same applies to baths in Bonn, Siegen, Bochum and Aachen, where female bathers almost exclusively wear a top.
In Aachen, no woman has yet been spotted "above without", except for a lady who pulled her tracks naked naked a few times last season. Even in the Bochum Water Worlds, the possibility is hardly used, with bathers who dress and undress if they use the pools. In Siegen, where the "above without" swimming is officially allowed, more people sunbathe without being actually swimming.
Several bathrooms have loosened their clothing regulations in the past few months to determine the same rules for all genders. This should take into account the changed social awareness. In the Bonn bathing regulations, the swimwear must now completely cover the primary gender characteristics, while in Aachen there is still "suitable bathing clothing" prescribed, but is interpreted differently. Despite these innovations, the option of the "above without" bathing is rarely used, despite the official permission.
