The Central Office for IT procurement (ZIB) in the procurement office of the Federal Ministry of the Interior (BMI) held an important market dialogue with around 100 representatives of the IT economy in Bonn on April 10, 2025. This dialogue has been the greatest exchange of the ZIB since its foundation in 2017 and aims to discuss the design and implementation of extensive IT consulting orders within the three-partner model.
The event was supplemented by fundamental information from the BMI and the Federal Administrative Office (BVA), which in particular explained the background of a structural change. The market dialog promoted intensive and constructive exchange about central questions of the future procurement strategy. Topics such as lot sizes, suitable surcharge criteria and call -up constructions within framework contracts were discussed. The moderation was subject to Tobias Pötzsch from the Taskforce consultant contracts in the Besch.
A central point of the discussion was the challenge of developing market -friendly, legally secure and flexible contractual solutions for the complex advisory needs of the federal administration. Pötzsch emphasized that the dialogue with the committed market actors is both a duty and an opportunity for future -oriented allocation.
Juliane Lange, head of department of the ZIB, was enthusiastic about the open and honest exchange, which also made the different positions within the economic participants visible. She found that the gathered impulses and perspectives for the conceptual work of the ZIB are of great value and will be included in the future planning. Together with the BMI and the BVA, the ZIB pursues the goal of procuring advisory services as required, efficient and in qualitative and quantitative complex areas.
In summary, it can be said that the market dialog is a significant step in the further development of the procurement strategies of the Federal Administration.
