Although more than 20,000 signatures were collected over a period of three months, the final count only contained 18,270 valid votes that met the strict criteria for citizens' initiatives. These valid signatures come from EU citizens who have lived in Stuttgart for at least three months and are older than 16 years, reports the city of Stuttgart in a current report.

The signatures were submitted on time on the evening of October 15th, but the audit revealed that additional signatures submitted after the deadline on October 27th did not contribute to meeting the quorum. With a total of 19,835 valid signatures after the deadline, the initiative fell short of the required target, explains the Statistical Office. The different legal interpretation of the end of the deadline between the city administration and the citizens' initiative played no role here.
