The Spanish city of Salamanca has demolished a partnership with a company based in Great Britain that was supposed to be promised to convert it into a mini-dubai because it is suspected of falling victim to fraud.
Carlos Garcia Carbayo, the mayor of Salamanca, announced last week that he had announced an agreement with Peace City World on investments of 15 billion euros (13.2 billion pounds).
He said that last year he signed a declaration of intent with the company at an event at an event in the House of Lords after Peace City World promised to deliver an intelligent city with a technology park and a skylift, the tourists and can bring from the medieval center of Salamanca.
Peace City World organized a conference in the West Panische City last month, but local officials wondered whether the alleged investors who wore Arab robes were legitimate.
Mr. Garcia Carbayo said that the event was shaped by "imaginative projects" [and] people with strange clothing who look like sheikhs. "
"There was talk of great investors we don't know, so we will stop with all this nonsense and take care of ourselves," he said in an interview with the radio station onda cero.
The consultant lied in his résumé
Mr. Garcia Carbayo said that he had become suspicious for the first time when he was informed that the consultant of the town hall, who had proposed the partnership with Peace City World, had reported on his résumé about the visit to the renowned university of Salamanca.
The consultant, Jose Maria Fuentes, has now been released by the post, which was associated with an annual salary of 57,000 euros (£ 50,429). Jose Maria Fuentes was unavailable for comment.
At the event in Salamanca, most speakers spoke about cities of the future, including John Desmond Anderson, a member of the House of Lords, and Viscount Waverley, who said he had no connection to Peace City World.
"I was asked to talk about Smart Cities as a concept and I sent a recording. I know that the city authorities were presented with a proposal for an intelligent city, and that's all I know," Lord Waverley told The Telegraph.
"It is a fog wall"
Peace City World was founded in London in 2019 and - according to Companies House - has been a dormant company with no recognizable activity.
John Mavrak, the chairman of Peace City World, said at the Congress in Salamanca that he was talking to governments in a dozen countries around the world about the construction of intelligent cities that would promote global peace, and claimed his company wanted to help Ukraine to rebuild. destroyed cities ”.
But several of the proposed partners of the Salamanca project, including the infrastructure division FCC, said they had no knowledge of the plan when they were contacted by local media.
"It is a fog wall. Who are the investors, business people and sheikh?" said Erica Polo, a member of a council of Salamanca from the Socialist Party.
"A serious city council cannot allow a consultant to have the first idea in mind because it is about the name of the city. If we ask for specific projects and names, do not answer," she told the newspaper Publico.
Less than € 36,000 for the project
Virginia Carrera, a city councilor of the party united left, said that money was wasted for a project that had never existed beyond a declaration of intent that "only reflects future intentions and set nothing concrete".
Fernando Castano, head of tourism from Salamanca, said that less than € 36,000 (£ 31,844) had been spent on the project.
The House of Lords confirmed to The Telegraph that Peace City World had held an event in Attlee Room in June 2022.
The Telegraph asked Peace City World to comment on history, but did not receive an answer.
"All organizations that hold events in the upper house are checked to ensure that they are suitable and suitable for holding events in parliament and that the event does not harm the call of the house," said a spokesman for the Oberhaus.
