biden, which was announced as an important address for a little more than two months before the intermediate elections, will discuss how the nation's reputation in the world and its democracy are at stake.
"He will talk about the progress that we as a nation made in protecting our democracy, but how our rights and freedoms are still being attacked," said the White House. "And he will make it clear who is fighting for these rights, fighting for these freedoms and fighting for our democracy."
biden has increasingly tried to present the elections in November as a election for the voters between "Ultra Maga Republicans"-an indication of the campaign slogan "Make America Great Again" by former President Donald Trump-and Democrats.
He told his followers last week that they "had to vote in order to literally save democracy again", and described a republican ideology as "semi -fascism".
nbc news was the first to report on bidens plans for the address.
The 79-year-old plunges into the political struggle for all seats in the House of Representatives and by a third of the Senate. Both are currently being controlled by Democrats.
The midterms are traditionally hard for the party in power, and bidges and the Democrats had problems in the surveys in summer.
But in the past few weeks they have gained ground again, some of them thanks to factors such as public concern about access to abortion, a series of reforms that were pushed by biden by the congress, and the cooling of inflation.
Trump's own legal problems have not harmed the Democrats' push because the concern about documents that were recently confiscated from his home in Florida grows.
