Russia and China under well-known
Chancellor Olaf Scholz tweeted his congratulations and said that he was looking forward to a "close and trusting cooperation" with Brazil, "especially in the areas of trade and climate protection".
Wladimir Putin welcomed Lula's election victory and said he hoped for a “constructive” collaboration, said the Kremlin
"Please accept my sincere congratulations ... The election results have confirmed their impressive political authority," said the Russian president in a telegram to Lula.
"I hope that through joint efforts we will advance the development of constructive Russian-Brazilian cooperation in all areas."
The Chinese Foreign Ministry also congratulated Lula.
The relationships between China and Brazil worsened under the right President Jair Bolsonaro.
