NRW government intervenes: secure affordable living space for everyone!
The Ministry of Homeland, Locales, Construction and Digitization North Rhine-Westphalia recently announced new measures to promote affordable living space. The focus is particularly on the purchase of occupancy rights and the binding extensions for publicly funded apartments in sought-after cities. This is done in close cooperation with GAG AG, the city of Cologne and NRW.Bank. The step aims to support people with low incomes and thus offer more social living space.
In Cologne, binding extensions for 260 apartments and the acquisition of ties for a further 221 apartments were made possible by GAG AG. A total of 481 apartments are subject to a rental price binding of EUR 7.85 per square meter. These bonds are valid for a period of 10 years in binding acquisition and 15 years in binding extensions. This initiative contributes to the creation of affordable living space, especially in cities with high demand and increasing costs.
funding conditions and cooperation
In 2022, the program was also expanded to 67 cities and municipalities in North Rhine-Westphalia. According to the current Resources of the NRW.Bank must be the investment project in North Rhine-Westphalia and the entire financing of the project must be secured and economically affordable be. The funding usually leads to rental price and occupancy bonds to the funded apartments.
In addition, specific criteria apply to the new rescue of living space due to change of use or extensions. Here, construction and construction costs of at least 750 euros per square meter of living space must be incurred in order to be eligible. Early explanations of the construction projects rule out later funding unless the approval authority has approved the early start of the project.
long -term goals of living space funding
like the MHKBD reports, the state government pursues the long-term goal of creating more funded and affordable housing in all market segments. The funding focus is clearly on the support of rental and occupancy-bound rental apartments. It is important that cities and municipalities with high housing demand and increasing housing costs secure or create an attractive range of housing.
The living space funding is based on contemporary standards and would like to ensure permanent affordable prices. Another incentive lies in the promotion of the construction of energetically higher -quality standards, which should also make a significant contribution to climate protection. The relevant regulations are anchored in the public living in the state of North Rhine-Westphalia in 2024, which, among other things, defines the conditions for binding acquisition and binding extensions.
