The reason for the planning process is the fundamental intention of the owner to build on the section of the former hospital site. In the city's development plan, the area is shown as a mixed construction area and indicated that it is an old location that is contaminated with environmentally hazardous fabrics. There was a petrol station here until the 2000s. After the gas station was reduced, the floor was renovated and the area was sealed. The urban climate situation on site is very unfavorable due to the adjacent buildings and the location in the inner -city heat island.
The preliminary draft now suggests examining three variants:
First, the securing of the room between Prague, Talstraße and Johannisplatz as a free space. To do this, the city would have to restrict the existing building rights, make compensation regulations, make the area available for public purposes and finally design it as a decorative space to improve the quality of stay and the climatic situation.
Secondly, the area could be partially developed, for example by a six -story building that fits into the surrounding development, and a small, 420 square meter building. Here, too, the city would have to use suitable legal planning instruments.A third variant provides for the complete development of the square with a single building with a maximum height of around 22 meters. This corresponds to an efficient compression of the building space that is becoming scarce in Leipzig, which, however, deprives the neighboring buildings and the view of the Grassi Museum Light.
