Second deportation prison in North Rhine -Westphalia: Completion only expected in 2028!

The second deportation prison in North Rhine-Westphalia (NRW) is expected to open its goals until 2028. The construction in Mönchengladbach is currently still in the planning phase, since a comprehensive feasibility study for the site has not yet been completed. The first results of this study are expected according to ksta.de at the end of 2025. An opening of the facility before 2028 is unlikely after original plans were rejected to a "real" prison.

In the event of a positive result of the feasibility study, the city council of Mönchengladbach could take a decision. However, this would take at least one year for the necessary development plan procedure. The construction itself could begin in 2027 at the earliest, which would postpone commissioning to 2028. The Ministry of Refugee has confirmed that the preparations for the planning and approval procedures are being processed.

background and goals

The establishment of the second deportation stance is part of a "security package", which was announced by the black and green state government after the terrorist attack in Solingen. The aim is to increase the deportation capacities, since only one detention center is currently available in Büren. In Büren, only 129 of a total of 175 places in the first quarter are occupied, which is mainly due to a lack of staff. Six police officers from Bielefeld are currently supporting the care of the detainees in Büren.

In addition, a change in the law is prepared to enable retired police officers or prison officers to cease to do so. This regulation should initially come into force for ten years. The use of active police officers in Büren was also extended. However, the SPD Vice-Group leader Lisa Kapteinat expresses concerns about the priority of the new facility, especially with regard to the use of the existing institution in Büren.

criticism of the deportation

The initiatives that work for the rights of those who are obliged to leave criticize the conditions in deportation institutions. While deportation should not have the same conditions as a prison, real detention conditions are often worse than in regular prisons. The accommodation of many people is not based on criminal offenses, but to enforce deportation. According to nd-aktuell.de reminds the structural design of the facilities of high-security tracts, while the rights of those affected are often more popular.

In addition, almost every second deportation order, which is contested by those affected, it is determined that the arrest warrant was illegal, provided that those affected receive legal support. Future government plans that are stated in the coalition agreement provide for access to legal support for those affected, which could further complicate the situation. Frank Gockel, employee of the Federal Association for the support of people in deportation, is actively involved against the internment.

The developments related to the deportation in North Rhine -Westphalia are not only a sign of political symbol policy, but also raise basic questions about the rights of refugees and the conditions of their accommodation.
