Digital transformation in the Passau city administration: New boost for citizen service and e-file

Passau on the way to the digital future

In the city of Passau, digitization is promoted to improve citizen service and to establish more efficient work processes in administration. Since 2022 there has been a separate position for "digitization", which works closely with the IT department. This department not only takes care of the digitization of schools, but also about IT security in the city.

Mayor Jürgen Dupper has decided to restructure the Department of Digitization in order to speed up the process. The goal is to speed up the switch to digital work processes and to promote the use of electronic offers. For example, low-threshold services such as the online request for documents in the registry office are already being used intensively. In contrast, digital vehicle approval is not yet widespread due to its complex application.

In 2023, the city service portal of the city of Passau was called up a total of 55,900 times. In addition, 22,750 applications were started and around 18,000 applications were successfully completed. The city administration continuously works to expand the offer of digital services and to simplify the administrative processes.

Introduction of the e-file and online application procedure

A focus is currently on the nationwide introduction of the E-Action in the administration. The entire accounting process was converted into a digital invoice workflow to save time and paper. Building applications have been submitted digitally since March 2023, and digital solutions are also increasingly being offered in other areas. For example, an online procedure for housing allowance applications and BAföG applications was introduced.

The city administration, however, faces challenges, especially when integrating interfaces from different application portals. Data protection concerns and technical hurdles must be overcome to ensure a smooth automated process.
