Iran signed the NVV in 1968 and ratified in 1970, but is always faced with suspicion of developing nuclear weapons.

Currently 191 countries are contracting parties, 93 of which have ratified. However, the NVV does not have its own sanction instruments against breaches of the contract, which leads to reviews and encouraged countries like North Korea to disregard the contract. Critics also indicate inequality between nuclear weapons states and non-atomic weapon states in terms of implementation of the disarmament obligations. This context influences the current negotiations and shows that the path to an agreement will be anything but simple.
