This statement underlines the intention of the municipal utilities to adhere to the legal requirements and still meet the need for renewable energies. Horn continues: "If something happens on site, the energy suppliers must also be involved so that they have the control and steering instrument in their hands and can act for the benefit of their own region." The clashes, however, hardened the fronts between the town hall and the opponents of wind power. Despite the previous offers of the city administration to enter dialogue, trust in the decisions remains low. The citizens of Havelberg seem to feel strengthened in their skepticism compared to new wind power projects.
