A structural deficit of 4.7 billion euros among municipalities in Germany in the first half of 2025 cannot be overlooked. Around 95 percent of Bavarian municipalities are struggling with similar problems, which puts the city in a precarious situation.

Planned measures and investments

The planned budget for 2026 sends a clear investment signal to the local economy and underlines the importance of Amberg as an educational location. The city is expected to invest a total of 227.37 million euros, which corresponds to a slight increase of 0.48% compared to the previous year. Essential expenses include:

Youth welfare spending is increasing by around 15 percent annually, and the city has to increase fees in the cultural sector to cope with this financial pressure. Cerny therefore calls for restraint and sustainable use of urban resources.
