What is happening in the Starnberg district? In the coming weeks, the Housing Association will celebrate its 75th anniversary. But the joy of this anniversary is clouded by a serious situation. The association, which owns and manages around 2,500 social and affordable apartments in the picturesque surroundings of the Five Lakes Region, is currently facing massive financial challenges. Many municipalities in the district have rejected the housing levy for 2026, which is leading to uncertainty regarding the association's future financing. So reported Mercury that Innings Mayor Walter Bleimaier is questioning the levy, while other mayors are calling for a new financing concept for the association.
This financial bottleneck means that only three municipalities in the district can balance their budgets without reserves. The association had planned a levy of almost two million euros for 2026 in order to finance important renovation and maintenance work. However, since the municipalities are financially strapped, things are getting loud South Germans increasingly difficult to find sustainable solutions. The largest share of the levy, around 1.1 million euros, should have been borne by the district, but support is dwindling.
Subsoil and new strategies
What are the options for making the association future-proof? The acting managing director Wolfgang Robl has suggested developing a new strategy. This could include the construction of freely financed apartments and the use of subsidies for property purchases. Many municipalities provide the association with building land in exchange for a leasehold, but the costs are quite high, as 30% funding comes to 70% of the own costs. It is all the more important that the association finds innovative approaches to master the challenges of the market.
Social housing construction has a long tradition in Germany that began after the Second World War. Initially it was a central element of reconstruction, but over the last few decades funding has been repeatedly reduced. This has meant that there is now an acute shortage of affordable housing. The need for a renaissance in social housing is obvious in view of the current crisis situation. Social housing plays a central role in the creation of affordable housing and should not be lost sight of.
Given the current challenges, it seems clear that a rethink is necessary. In the long term, new financing options and concepts are required in order to achieve the goal of adequate and affordable housing for all citizens.
