Bavaria's Transport Minister Christian Bernreiter (CSU) also makes it clear that the states cannot provide any additional funds. There is a noticeable pressure to act because without clear financing plans from the federal government, the continuation of the Germany Ticket could be at risk. The next regular conference of transport ministers is planned for September in Straubing, but hope for progress remains.

The question of financing remains open

The financing of the Deutschlandticket by the federal and state governments, which are each providing 1.5 billion euros to compensate for loss of income among transport companies, runs until the end of 2025. Like that daily news reports, the sticking point in the latest negotiations is the question of who should bear the additional costs for the ticket from 2026. Previous price increases were covered by remaining funds from 2023 to 2025, but there are no clear regulations for the period after 2025. Saarland's Transport Minister Petra Berg (SPD) sees the federal government's obligation to cover the additional costs.

The federal government also plans to keep ticket prices stable until 2029, which is anchored in the coalition agreement. Nevertheless, user financing is to be increased gradually from 2029. A reform of the regionalization law is also being considered, with the aim of restructuring the financing of the Deutschlandticket, although the disbursement of 350 million euros due to budget consolidation measures will only take place after the relevant evidence has been presented, such as bundestag.de explained.

Funding from the federal and state governments is secured until the end of 2025, but the uncertainties for the period after that cannot be denied.
