At Schopenhauerstrasse 5 in Kassel, warm punch has been a thing of the past in the last few weeks. Ten residents of an apartment building had to survive without heating or hot water from October 15th to November 5th, 2025. The reason for this frosty situation was a heated billing dispute between the Federal Real Estate Agency (Bima) and the municipal works. According to HNA, these difficulties arose after Bima requested a switch from traditional postal invoicing to electronic invoicing. Unfortunately, the municipal works continued to send invoices by mail, which led to a communication backlog that eventually turned off the gas.

The Bima stopped payments because the invoices were not received properly. These abrupt measures were more than unpleasant for the tenants because instead of the usual warmth, they were begging for a bit of comfort with room temperatures of only 14.5 degrees. The cold water, in addition to the frosty temperatures, meant there was little joy. After learning of the tenants' precarious situation, the Bima offered heating convectors to provide residents with at least a hint of warmth.

The solution in winter

A spokesman for Bima, Peter Isakeit, explained that problems with the municipal works had repeatedly arisen since October 2022. Despite the correct billing address being communicated several times, difficulties arose again. After contacting the municipal works, the bills were paid quickly, but the gas supply could only be restored after the tenants submitted payment receipts in paper form.

Ingo Pijanka from Städtische Werken confirmed that the problems actually arose from the planned switch to electronic invoicing and that an internal review of the incident is already underway. This shows how important clear communication between providers and tenants is in order to avoid unpleasant situations. After all, winter is just around the corner, and who doesn't want their home to be warm and cozy?

The tenants on Schopenhauerstrasse can only hope that such mishaps are avoided in the future, because one thing is clear: if the temperatures continue to fall, the last thing you should have to worry about is the heating.
