Hacker attack on Ludwigshafen: City administration struggles with disruptions!
On Thursday morning, November 7th, 2025, the focus will be on the city of Ludwigshafen. The administration has been unavailable by telephone and via its website since the early hours of the day. An unclear reason behind this IT disruption leaves room for speculation, although a cyber attack cannot be ruled out. Mayor Jutta Steinruck expressed concern about “serious” abnormalities in the system. Internet speeds dropped sharply, so the city administration took all systems offline as a precaution to prevent possible contamination. A specialist firm has been called in to assess the situation and says an attack cannot be ruled out, but does not provide immediate clarity. [SWR] also makes it clear that no sensitive data from citizens has been leaked and that the city continues to have access to all data.
The city is not alone in this incident. Hacker attacks on IT systems of administrations are now a sad reality and have often caused great damage in the past. The Rhine-Palatinate district was already affected by a similar incident in October 2022, which led to disruptions lasting weeks. [Rheinpfalz] reports that the administration is better prepared for such situations thanks to the experience gained from these serious cyber attacks. Given the current situation, citizens can still rest assured: there was no encryption of the data and no blackmail letters.
Technical challenges
The behaviorally noticeable technical problems are understandably making citizens suspicious. Some people are contacting the administration to find out if they can still keep their appointments that they have already made—and in fact, they are still valid, even if there is currently a backlog of information.
The criminal police are investigating to find out whether a cyber attack actually occurred. In the past, such incidents have often been described as a “serious threat”, and the alert is also high in Ludwigshafen. [Rheinpfalz] points out that protecting systems and data has the highest priority in order to remain able to act in the future.
