Something is happening in Rhineland-Palatinate: The first cell phone speed camera has been in use since mid-April, and the numbers speak for themselves. More than 300 drivers have already been caught using their cell phones while driving. This reports that Daily newspaper. This new surveillance technology is currently being used by the Trier Police Headquarters, and soon also by the Mainz Police Headquarters.

The police use the so-called monocam, a technology that is already being tested in the Netherlands. It is designed to detect cell phone violations and uses sophisticated software to analyze images of vehicles. A violation could result in a fine of 100 euros and one point in Flensburg. This is an important step for safety in Rhineland-Palatinate, as there are around 1,000 accidents every year that can be traced back to distraction caused by cell phone use while driving. In 2024 alone, this distraction cost three lives.

Legal basis and data protection

A crucial point for the operation of these cameras was the amendment to the Police and Regulatory Authorities Act, which came into force on March 1st. This legal basis enables the regular use of the technology. Interior Minister Michael Ebling emphasizes the predictive approach of these measures in order to better prevent accidents. However, the ADAC expresses concerns about data protection and the legal framework. Nevertheless, the data protection officer for Rhineland-Palatinate does not see any problems: “The data is used exclusively to increase traffic safety,” he said. Images that do not serve as evidence will be automatically deleted.

It's also important to know what the specific penalties are for cell phone violations. Loud ADAC, the fine for use while driving is 100 euros and one point. If you endanger others, the penalties even rise to 150 euros and two points. In addition, the ban applies not only to drivers, but also to cyclists - they are only allowed to use their cell phones when they are standing.

Outlook for future developments

The police in Rhineland-Palatinate are planning to equip all five major police headquarters with a monocam, which will entail an intensive market survey to procure future systems. The timing of the installation is currently uncertain, but there is great enthusiasm for the potential impact of the cameras. The aim of using these technical aids is to further increase safety on the roads and reduce distraction caused by cell phone use.
