These funds are used primarily for building construction projects, state buildings and university hospitals. Particularly noteworthy investments are being planned: an amount of 45 million euros will flow into the expansion of the Ulm University Hospital on Oberen Eselsberg. In addition, there will be 80 million euros for the new building of the child and adolescent psychiatry at the RKU and 50 million euros for a joint outpatient surgery center for the Bundeswehr Hospital and the UKU, which will cost a total of 65 million euros - the Ministry of Defense is contributing 15 million euros here. In addition, 40 million euros are planned for the renovation of premises in the Wiblingen monastery, which serves the Heidenheim Cooperative State University.

The path to decision-making

What happens next? The final decision will be made in the Baden-Württemberg state parliament on December 10, 2025. This good news is the result of a change in the Basic Law that was made possible at the beginning of the year through a joint initiative by the CDU, SPD and Greens in the Bundestag.

But that's not all. The federal government relies on long-term support to strengthen financially weak municipalities. A corresponding infrastructure program has so far mobilized 3.5 billion euros for the years 2015 to 2024. The program is intended to promote investment in municipal infrastructure. The balance of these measures shows that the funds flowed predominantly to financially weak municipalities and that they were able to significantly increase their capital expenditure on property. Interestingly, investment spending by supported municipalities has increased by 77 percent since 2015, while non-subsidized municipalities have only increased by 48 percent Federal Ministry of Finance.

The distribution of funds is the responsibility of the states, which use their own criteria to identify financially weak municipalities. It is noteworthy that the federal government covers up to 90 percent of the eligible costs to ensure that financially weak municipalities are not excluded. In fact, the use of federal funds shows a wide range of funding areas, including noise reduction, urban development and educational infrastructure. The majority of the funding was under 60,000 euros, while hardly 5 percent came over the limit of 1 million euros.
