Baden-Württemberg: With innovative strength for the construction transition and climate neutrality!

On November 7, 2025, Baden-Württemberg will set new standards in the construction industry. Prime Minister Winfried Kretschmann makes it clear that the construction sector is facing major challenges and innovative solution strategies are essential. As part of the Construction Strategy Dialogue (SDB), a network has been formed that brings together stakeholders interested in construction and sets the course for the construction transition. The SDB is not only an important player when it comes to networking, but also a founding member of the Federal Research Center for Climate-Neutral and Resource-Efficient Building (BFZ), whose goal is to advance the building transition and contribute to climate neutrality by 2045.

Like Dr. Olaf Joachim, State Secretary in the Federal Ministry of Housing, emphasizes that the interaction between science, practice and industry is of central importance. This networking makes it possible to develop fresh ideas for housing construction. Construction Minister Nicole Razavi explained that active shaping of the market for affordable and sustainable housing is necessary in order to meet the needs of the population.

Successes in strategy dialogue

Economics Minister Dr. Nicole Hoffmeister-Kraut acknowledges the successes achieved within the SDB. The dialogue brings together players from the areas of construction, housing and innovation and promotes the development of new concepts. One example of this is the re-letting bonus, which has reactivated around 600 apartments in the last five years. This actively combats the lack of affordable housing.

In addition, the SDB supports initiatives such as “Sufficient Building” and “NORMholz”, which promote cost-effective and sustainable construction methods. The state headquarters “NextBauBW” in Stuttgart serves as an important hub for construction innovations and promotes the transfer of new ideas into practice.

Innovations for the construction industry

Another key to success lies in the digital transformation of the construction industry. The SDB not only promotes innovative construction planning tools, but also knowledge networks such as the “Competence Network for Innovative Construction”, which provides interdisciplinary qualification offers for skilled workers. Here, around 250 experts work on groundbreaking topics in a strategic dialogue to give clear direction to the ongoing conversation about affordable housing and innovative construction.

This year's SDB annual event presented an impressive 18 funding projects that reflect the diversity of topics in the construction industry. These projects cover a wide range, from sustainable building materials to digital innovation approaches. The SDB office plays a central role by coordinating the numerous actors and monitoring the progress of the projects.

Baden-Württemberg is not only positioning itself as a pioneer in the area of sustainable construction, but is also specifically relying on scientific findings and innovative solutions to design the living space of the future. With a clear vision and a strong network, the course is set for the coming years.
