In a ceremonial signing on July 18, 2025, the fiber optic pact was launched in Baden-Württemberg, which sets the course for a digital future. Michael Jungwirth from Vodafone Germany emphasized how important cooperation between politics, municipalities and telecommunications companies is for the expansion of the digital infrastructure. Vodafone plans to provide 900,000 more households with fiber optics, having already implemented over 3.8 million gigabit Internet connections.
The company is also starting to build the first mobile communications tower, which is equipped with the latest technology. Also Thomas Müller from the German Telecom highlighted the importance of the fiber optic pact in order to accelerate the development of digital infrastructure. Telekom has already invested several billion euros in the region and plans to further advance fiber optic expansion.
Cooperation and support
The Fiber Optic Pact, as an example of effective cooperation, was welcomed by various stakeholders. Among them is Stefan Rüter from the OXG Fiberglass GmbH, who praised how transparent and cooperative this process was. With the goal of providing 900,000 households with FTTH connections, the industry is showing a shared commitment.

Frank Rosenberger from 1&1 Versatel brought the advantages of cooperation and open access to networks to the fore, while Felix Stiegeler from the Stiegeler Internet Service GmbH focused on rural fiber optic expansion.
Important steps for the digital infrastructure
The federal government has recognized that nationwide fiber optic expansion and access to modern mobile networks are of paramount public interest. According to Federal Government Approval processes for the construction of fiber optic lines and cell phone towers are to be accelerated in order to connect unserved areas more quickly. Currently, 76.5 percent of households in Germany already have gigabit connections, with fiber optic connections available to more than 35 percent.
