Mannheim fights for safety: New rules for cyclists and e-scooter drivers!
In Mannheim, safety in the pedestrian zone is very important. The city is continuing its controlled measures under the motto “For good coexistence in the pedestrian zone” to raise awareness among cyclists and e-scooter drivers as well as delivery traffic. Mayor Dr. Volker Proffen emphasizes the importance of education and respectful cooperation. “We want all road users to travel safely and respect the applicable rules,” he explains.
Clear regulations apply to the pedestrian zone in Mannheim: cycling is permitted between 8 p.m. and 8 a.m. as well as on Sundays and public holidays, while riding e-scooters is prohibited around the clock. Cyclists and e-scooter users are asked to use specially designated paths and not ride on sidewalks. Delivery vehicles may only drive on the planks between midnight and 11 a.m., although an adjusted speed is mandatory. Loading zones on side streets also offer reserved space for delivery traffic.
New e-scooter rules for Mannheim
In parallel to these measures, the Mannheim municipal council has passed new rules for e-scooters. This calls for a reduction of the currently between 3,300 and 3,500 e-scooters to around 2,000 units. This requirement is based on the recommendations of the Rhine-Neckar Transport Association (VRN). In the future, only three providers will be allowed to provide e-scooters in Mannheim. Parking is only permitted in designated, marked areas within a 200 meter radius.
Another challenge is compliance with safe parking practices. In the future, users will be required to take a photo as evidence of the storage location in order to end the loan. If these requirements are ignored, the lenders risk losing their license. They must also respond to complaints within four hours and provide real-time vehicle data via a digital dashboard.
A look outside the box
The developments in Mannheim are not isolated. Quite the opposite: many cities are discussing the regulation of e-scooters, while Germany and the USA have differences in their approaches. The German Association of Cities provides extensive information on this that is important not only for Mannheim, but for the entire discussion surrounding e-scooters.
Through the combination of education in the pedestrian zone and strict new rules, Mannheim shows that there is a clear path for safe and respectful coexistence for all road users. Good cooperation should always be the priority. What measures will come next remains to be seen.
