Heubach: Local council allows construction of new community center despite loss of parking space!
The Heubach local council has canceled the development plan for the Hauptstrasse car park in order to enable the construction of a new community center. An important decision was recently made in Heubach that not only affects the planning of the new Catholic community center, but also the space for cars on the main street. The local council voted overwhelmingly to repeal the previous development plan in order to pave the way for the new building. This decision will significantly impact the number of parking spaces in the area, as the current number of 25 spaces will be reduced to just 17 when the new center becomes operational. Remzeitung reports that 17 of the parking spaces are on municipal property, while 8 are on church land.
Local resident Gerhard Baumann raised a concern that not only concerned council representatives, but also local journalists. He asked questions about the parking situation and pointed out a discrepancy in the available parking spaces. While the city speaks of 17 public and 8 church parking spaces, the new development plan provides for a total of 36 public parking spaces. Mayor Joy Alemazung explained that Baumann's questions cannot be addressed because the issue was already on the agenda.
Resistance from retail
Local retailers in particular expressed concerns about the planned reduction in parking spaces. While city planner Sophie Straub noted that the redesign of the community and rectory represents densification that would not be possible without repealing the previous development plan, city councilor Gerhard Kuhn questioned the necessity of the new building. In addition, during the public participation, a clear desire for more clarity emerged from citizens, who gave clear indications of their need for clarification in 17 statements and other inquiries.
Pointing to the long-term parking situation in the city, the city administration is planning a comprehensive parking concept, which is expected to be presented to the local council in the fall. This concept will include, among other things, an underground car park in the urban gardening area, the use of which still has to be negotiated with the Johanniter, the current owners. It turns out that the issue of parking space management is a high priority in Heubach, an aspect that is also considered necessary in many other European cities in order to advance a sustainable urban mobility policy CORDIS.
Outlook for the future
The present changes should not be underestimated, as the cancellation of the development plan was decided despite the resistance of seven votes from the Independent Citizens (UB). Another note from City Councilor Abele emphasizes that the need for the parking concept urgently needs to be addressed in parallel with the dispute over the parking situation in order to do justice to the growing parking shortage in Heubach. The measures that develop from this planning could prove to be crucial for the quality of stay and the safety of the citizens in Heubach.
