On August 14, 1997, a frightening tragedy occurred in the Panciera ice cream parlor in Hanover. Three young Kurds stormed the café and turned their weapons on two Albanians. 29-year-old Ramiz G. was shot by Feyzi Z. and died a short time later, while his companion survived with serious injuries. Despite a large-scale manhunt, the perpetrators were able to escape undetected. New press reports that at that time a bloody gang war between criminal groups over drug and red light shops was raging in the Steintorviertel.
Unfortunately, the shooting was not an isolated incident. In the “True Crime Hannover” podcast, Hans-Dieter Klosa, the police chief at the time, describes the increasing willingness to use violence in the region, which had already become apparent in several incidents. Drastic measures after the fact
After the tragedy in Panciera, the police in Steintor were given additional forces. Police officers now patrolled with submachine guns and the pressure on local criminals was significantly increased. This appears to have been necessary to contain the violent clashes.
A year later, in 2001, one of the perpetrators, Etem U., turned himself in to the police and was sentenced to six years in prison. Another perpetrator, Mesut Y., was caught on the Bulgarian-Turkish border in 2017 and received a youth sentence of four years and three months. However, the murder charge against Feyzi Z. was changed to manslaughter, which means that the statute of limitations could expire after 20 years. Klosa expresses his incomprehension about the fact that Feyzi Z. no longer has to fear any consequences.
