A lot will change in Hildesheim city center from January 1, 2026 when it comes to the use of e-scooters. How NDR reported, e-scooters will then only be allowed to be parked in designated parking zones. These new parking zones are located on Marie-Wagenknecht-Straße and at the main train station, where drivers must ensure that they park their vehicles properly.

But the new rules go even further: the operating companies are obliged to ensure that e-scooters can continue to be used outside these zones. Anyone who ends their journey outside of the permitted parking areas must expect additional usage fees. This often results in e-scooters being parked incorrectly or carelessly, which repeatedly leads to public disputes. A solution to this problem, which is of great concern to many municipalities, is therefore in sight.

New safety rules and requirements

E-scooters are not only a popular means of transport, but are also subject to strict regulations. Loud ADAC These electric scooters must have a valid operating license and be insured. With the new planned regulations, the federal government aims to increase road safety. In the future, e-scooters should be allowed to drive where bicycle traffic is permitted, while driving on sidewalks and in pedestrian zones is only permitted at walking speed.

From 2027 there will be new technical regulations that, among other things, require e-scooters to be equipped with indicators and separate brakes. These innovations are part of a comprehensive amendment to the Small Electric Vehicle Ordinance, which was passed by the Federal Council on December 19, 2025. Cities and municipalities also have more freedom to decide where to park the sharing e-scooters.

Accident statistics and fines

The safety situation is an important issue, especially since the number of accidents involving e-scooters in Germany rose by 27 percent to almost 12,000 last year Federal Government reports. With so many cases, it is no wonder that strict liability regulations are being tightened. In the future, owners will be liable regardless of their own fault. As far as fines are concerned, e-scooter drivers face high penalties, around 25 euros for riding on sidewalks or up to 180 euros for ignoring red lights. Anyone traveling without a valid insurance license plate can be asked to pay 40 euros.

The new regulations, which will come into force gradually, are intended not only to take into account the current challenges of e-scooter use, but also to increase the safety of road users. It remains to be seen whether the measures will actually work in practice and ensure more order in road traffic.
