Excitement in Kalk: The planning for the Cologne Arcaden district development is entering the next round. On October 28, 2025, an exciting committee meeting took place with experts, political representatives, the city of Cologne and the developer Union Investment. A winning sketch was selected from three revised drafts, which will serve as a model for the future development planning process. The three designs will be presented today, October 29th, at 6 p.m. From 5:30 p.m., anyone interested can view the designs on the first floor of the Cologne Arcaden between Telekom and Vodafone and leave their suggestions there. Access is via the interior hallway of the row of shops and from the outside via the “balcony” of the parking garage. However, it also became clear at the meeting that there was no winner in the process, which surprised many participants. According to Markus Greitemann, head of the building department, the qualification process for new building projects between the Cologne Arcades and the Bürgerpark is far from complete. Interestingly, the jury meeting lasted 15 minutes longer than planned, which created additional tension. Of the four submitted designs, three are on the shortlist: New GbR architects from Cologne, Torsten Becker city planner from Frankfurt and AS+P Albert Speer also from Frankfurt. Bläser Jansen Partner GbR from Dortmund was excluded with their “Strong Lanes” concept. The designs in detail
The designs by New GbR architects score points for their consistent implementation of a radical concept. The two existing parking garages are to be retained and increased. Torsten Becker's design also stands out: it emphasizes the urban scale and the creation of large publicly usable spaces, which should delight many residents. AS+P's design is fascinating with a twelve-story high point on the park and is based on a preliminary study by the Cologne architectural firm Astoc. However, the jury is critical of one thing: access for delivery traffic on Barcelona Avenue requires careful consideration. All of these points will be discussed in greater depth at the exhibition of the planning concepts, which will take place from June 10th to 25th in the Kalk district town hall. Residents are warmly invited to submit written comments on the concepts.
