The municipal supervisory authority has made clear statements: saving money is a must!

But what is the plan? On Wednesday evening, the council meeting will discuss a catalog of measures that includes some drastic changes. The biggest savings are to be achieved through increases in parking fees and sports hall usage fees as well as through cuts in street lighting and planting. Some of the planned construction projects, including the roofing of the central bus station at Heider Bahnhof, have to be put on hold. Despite these measures, the deficit of 13.5 million euros will not be completely offset; The forecasts suggest that it could grow to around 40 million euros by 2027.

How could it come to this? The causes are complex and extend to the structural problems of municipal finances. Last year, the financial situation of municipalities collapsed across the board. Tax revenues are stagnating due to a weak economy, while expenses for personnel, materials and social services continue to rise. The Bertelsmann Foundation reports on a pessimistic climate that endangers the ability of municipalities to act. This presents cities and municipalities with enormous challenges, as they account for over 50 percent of public investments and are therefore central to social cohesion.

The connection between the problems in Heide is reflected in the fact that the new construction of the Heide Ost school center will burden the budget with a gigantic sum of 100 million euros. A condition that experts consider critical. The deficit puts a finger on a wound that can be felt not only in Heide, but in many cities in Germany. The “Municipal Financial Report 2025” shows that structural problems, particularly in social spending, remain unresolved. There is a need for greater action because the need for clear financial responsibility on the part of the federal government is becoming more and more urgent. If nothing changes, the financial pressure on municipalities will be almost unbearable.
