The appointment of Sabine Kaebert as Technical Managing Director of Stadtwerke Böblingen marks a significant step in the heating transition. The 45-year-old, who has been working at the company since 2007, took over in June 2023 from Alfred Kappenstein, who was in charge of technical management from July 2018 until his resignation. Kaebert's extensive experience and her academic qualifications as a qualified engineer for environmental protection technology promise a breath of fresh air for the Böblingen municipal utilities. In the future, she will be responsible for the strategy in the technical area and plans to significantly advance municipal heat planning. A crucial aspect if you consider the challenges that await municipalities according to the BDEW Study 2024.

Kaebert, who has headed the Construction I Networks department since 2019 and already acts as technical authorized representative, has already made a name for herself not only in politics, but also in corporate management. Your tasks include, among other things, project management of the gas and electricity network takeover and various projects in the areas of water and district heating supply. With regard to the impending changes in the energy supply, she is convinced: “Anything else would be fatal.”

Experiences and visions for the municipal utilities

Over the years, Kaebert has worked on numerous projects covering a wide range, from swimming pools to parking facilities to industrial railways. These experiences make her an ideal choice for the technical management of the municipal utility. Christine Tomschi, the commercial director of the municipal utility company, praises Kaebert's deep understanding of the corporate culture and the ability to combine it with fresh ideas.

Dr. Stefan Beiz, Mayor of Böblingen, underlines Kaebert's long-standing affiliation with the municipal utilities and at the same time thanks Alfred Kappenstein for his work on district heating in Böblingen, including the mediation on the district heating price adjustment in 2019. These issues are becoming particularly important since the Böblingen municipal utilities, like the BDEW study shows that we will be confronted with increasing challenges in heat planning in the coming years.

The 2024 municipal utility study makes it clear that market developments and the legal requirements for heat planning will play a central role for the utility industry. The stability in 2023, although affected by a decline, shows that it is the right time to boldly explore new paths. Only 39 percent of municipal utilities currently have a consistent decarbonization strategy. Kaebert's visions could therefore be the decisive impulse needed to increase this value and test the municipal utilities' ability to transform.
