At a time when the Internet has become an integral part of our everyday lives, the threat of online fraud is a growing problem. Deputy Director of the Cyber ​​Security Department of the Vietnamese Ministry of Public Security, Colonel Ha Van Bac, launched the “Cham Ma Chac” campaign in Hanoi on October 14, 2025, which aims to educate the population about the risks of online scams and encourage them to actively participate. According to Tuoi Tre News, Vietnamese spend an average of six hours and 38 minutes a day on the Internet, resulting in more and more sophisticated Fraud attempts occur.

The problem is urgent: Colonel Nguyen Dinh Do Thi of the Cybercrime Department reported that Vietnam ranks 12th in the world in terms of Internet growth. In 2024, tens of thousands of fraud cases were reported in Vietnam, and estimated losses reached nearly VND20 trillion (approximately $758.85 million). In many cases, fraud attempts go unreported, significantly underestimating actual losses.

The essence of the campaign

The “Cham Ma Chac” campaign is supported by the National Cyber ​​Security Association (NCA), TikTok Vietnam and VCCorp Joint Stock Company. The aim of this initiative is to equip the community with information, skills and tools to proactively identify signs of fraud and learn risk prevention measures. The central message is: “Slow to be sure, safer”.

In his remarks, Colonel Ha Van Bac emphasized the importance of the proactive role of online platforms and technology companies in the fight against online fraud. TikTok and Google have already started spreading safety messages to millions of users in Vietnam to strengthen prevention, as Vietnam.vn shows.

Campaign activities

The campaign extends from October to the end of December 2025 and includes a variety of communication and interaction measures. The plans include:

Nguyen Lam Thanh, general director of TikTok Vietnam, described the campaign as an essential step to alert and equip users with the necessary knowledge to better navigate and protect themselves in the digital world. TikTok also plans to implement fraud alerts in the app and provide important information to over 70 million users.
