There will soon be a big change for families with small children in Bavaria. From 2026, the previous family allowance will be abolished and instead the new child start allowance will be introduced, which is endowed with 3,000 euros per child. The state government decided this on November 12, 2024 in order to optimize financial support for parents. As the Frankenpost reported, the child start allowance applies to all children born from January 1, 2025 and is paid out on the child's first birthday.

Interestingly, parents of multiples receive full support of 3,000 euros for each child. This also takes into account the special challenges of families with twins or more children. It is important to know that the application for child start-up allowance can be submitted at the same time as the parental allowance application and the payment is made by the Bavarian Family and Social Center (ZBFS).

What does this mean for existing services?

The child start allowance will not be counted towards social benefits, which will be a relief for many families. However, the state government is also planning cuts to other support systems. In this way, the payment of direct family and state care allowance could be reduced by half. Previously, parents with small children received a total of at least 6,000 euros from the state, but with the new regulation the daycare allowance, which was used to relieve kindergarten contributions, will also no longer apply. The funds released should flow into improving daycare centers in order to increase the standard of care for all children.

The aim of these reforms is clear: families in Bavaria should be financially strengthened in order to create good living conditions and the best starting opportunities for children. Like that Bavarian State Ministry for Family, Labor and Social Affairs explained, the child start allowance is granted regardless of income, employment or type of care. This ensures that all families can benefit equally from the support.

Family money continues to be important

Despite the introduction of the child start-up allowance, the existing Bavarian family allowance will remain in place until the changeover. Parents whose children were born before January 1, 2025 can continue to benefit from the existing assistance. These include monthly payments of up to 300 euros, depending on the number of children. In many cases, the application for family allowance can be submitted very easily together with the parental allowance application. The ZBFS website offers comprehensive information and an online application form.

Overall, the signs in Bavaria point to change. The introduction of child start-up allowance could bring a positive change for many families, despite the opposing cuts in other areas. This will show how the state government can balance the various aspects of family life.
