Ingolstadt starts model project: Innovative urban development 2025!

Ingolstadt has reason to be happy: the city has been included in the “Landstadt inventory” model project of the Bavarian State Ministry for Housing, Building and Transport. This makes Ingolstadt one of the eleven Bavarian model communities that are supported as part of this new funding program. Ingolstadt.todays reports that the main goal of this project is the development of existing urban neighborhoods. The focus here is on citizen participation and innovative ideas for mobility, open space and neighborhood.

In order to make our living space sustainable, the Free State of Bavaria provides up to 80 percent funding for urban planning and concepts. Cities like Ingolstadt can benefit from this financial support over the next three years. Urban development is significantly driven forward by the integrated urban development concept (ISEK) 2040+ “Future Ingolstadt”. The area along Regensburger Straße is particularly eye-catching, where innovative planning ideas are to be developed for better use of existing areas and for greater networking of the districts.

In a nutshell: A step into the future

City planning officer Ulrike Wittmann-Brand expressed her delight at being included in the project and emphasized the important collaboration with citizens in order to develop concrete strategies and measures. A core element of the project is the implementation of participation processes that, according to... StMB were officially launched as part of the kick-off event at the State Ministry for Housing, Construction and Transport. A clear invitation was issued in March 2025 to all Bavarian communities to apply to participate in this future-oriented project.

Ingolstadt has taken the first step and hopes for extensive participation from the population in order to increase the quality of life locally. The project also includes, among other things, a course in municipal mobility management in order to develop innovative ways of mobility and make better use of existing infrastructure.

Shaping together: focus on citizen participation

The model project follows directly on from the previous “Landstadt Bayern” project, with the focus being on existing neighborhoods and mobility. Measures are being taken to redesign market places and develop brownfield sites. The goal is a coherent development concept that not only benefits the citizens, but also the city itself.

According to that Citizen Participation Guide The preparations for citizen participation can be summarized in seven steps. It is recommended to create a tailor-made concept to take into account the specifics of each community. The participation should not only be informative, but also actively shaping.

Ingolstadt thus has the opportunity to achieve its urban development goals through the active participation of everyone involved. This requires the commitment of the entire citizenry, because this is the only way the “Landstadt inventory” project can be a complete success and sustainably improve our living space.
