The legal basis for the opening times of shops in North Rhine-Westphalia was regulated by the North Rhine-Westphalian Shop Opening Act (LÖG NRW). Since the nationwide shop closing law was repealed in November 2006, there is no longer any uniform regulation, reports wirtschaft.nrw. According to the LÖG NRW, sales outlets are allowed to be open around the clock on working days, while only a few exceptions, such as flower shops or bakeries, are allowed to operate on Sundays and public holidays.
However, with an amendment to the LÖG NRW in 2018, the possibility of Sunday shopping hours was increased to up to eight per year. Occasions no longer have to be present, which gives municipalities and retailers more flexibility.
A look beyond the borders

In Poland, shops are open almost every Sunday, the doors are only closed on 12 public holidays. In Italy, on the other hand, Sunday is largely protected, with only 8 shopping Sundays permitted. Spain allows shops to open on the first Sunday of the month and on the last Sunday in summer.
