New action program for Bremen: The city center should become more lively!
On June 19, 2025, the fourth inner city dialogue of the Bremen city center project office took place in the former Horten department store. Around 200 guests took part in the event, which was held under the motto “Does the mix do it?” stood. It was all about the mix of uses to revitalize the inner cities. The event was an important platform to present the new action plan “Centrum Bremen 2030+”, which offers updated strategies for the further development of Bremen’s city center. Jan Casper-Damberg and Prof. Klaus Overmeyer presented the details of this plan, while Mayor Dr. Andreas Bovenschulte emphasized the overall social responsibility for the change in the inner city. Carl Zillich, managing director of the project office, emphasized the essential role of cooperation between all actors. senatspressestelle.bremen.de reports that the action plan is a response to the challenges that have been amplified since 2019 by the corona pandemic, demographic change and other factors.
The “Centrum Bremen 2030+” action plan is not set in stone. It is created in a multi-stage process and takes into account the views of a wide range of actors in urban society. The Senate for Climate Protection, Environment, Mobility, Urban Development and Housing as well as the Senator for Economics, Labor and Europe are important partners. The “Urban Catalyst” office from Berlin was responsible for the documentation and development of the action plan. The Bremen Chamber of Commerce is also involved in the process. bau.bremen.de highlights that the strategy takes into account important issues such as public spaces, mobility and diverse use in the inner city area.
Important areas of action and measures
The strategy itself states clear requirements for action, which are set out in various fields of action. These are divided into the areas of “reaching, arriving and moving”, “lingering and meeting” and “using and experiencing”. Five focus areas were identified, including the impressive “Am Brill” area and the “Centrum an der Weser”. In addition to the quality of stay, traffic flow should also be significantly improved here. bremen-city.de points out that an interactive document with twelve maps and two spatial “magnifying glasses” is part of the action plan to provide citizens with a better overview.
An action program for the future
Bremen's city center not only has to cope with the effects of the pandemic, but is also facing new challenges arising from digitalization and climate change. To address these changes, Bremen has launched an extensive action program. The aim is to improve the quality of stay and experience as well as the accessibility of city centers. Numerous initiatives are being planned, such as revitalizing empty buildings and open spaces. The program is supported by various city and business offices and organizations.
The Bremen City Center Project Office has formulated clear goals to make the city center lively and attractive for all citizens by 2030. The measures should be divided into three time phases: until 2027, until 2030 and for the period after that. A regular update of the plan is planned in order to always be able to respond to the needs of the urban community.
