Lower Saxony on the road to success: 70% more wind turbines in 2025!

A lot is happening in the area of wind energy in Lower Saxony. In the first half of 2025, the state recorded an impressive increase of almost 70 percent in newly installed wind turbines compared to the same period last year. This puts Lower Saxony in second place among the federal states with the most newly built wind turbines in Germany. Almost every fourth new wind turbine in Germany is located here and the total number of wind turbines in Lower Saxony is an impressive 6,202. These figures come from the Federal Wind Energy Association and the Association of German Mechanical and Plant Engineering, as Tixio reports.

Marie Kollenrott, spokesperson for climate and energy for the Green parliamentary group, was pleased with the developments and emphasized that this progress was a sign of the energy transition - a clear response to the climate crisis. Lower Saxony could be seen as a model for the expansion of wind energy, especially since the political framework for approvals and the provision of land must be right in order to advance the energy transition.

Clarity in approval procedures

In order to speed up approvals for wind turbines, it is important that the legal requirements are clearly defined. The wind energy decree in Lower Saxony was last revised in 2021 and sets important requirements for approval authorities. The decree and the associated enforcement instructions made a significant contribution to the current situation, as explained on the website of the Lower Saxony Ministry of the Environment. The changes in the Federal Immission Control Act, which regulate the “repowering” of old plant locations, are also important here.

Since 2024, the Lower Saxony Service Center has comprehensively presented the changed legal situation and ensures that applicants can easily understand the new requirements. For example, there is a checklist and an information sheet that enable the correct and complete submission of permit applications. This speaks for a good hand in administration and shows that Lower Saxony is trying to promote the expansion of renewable energies, which is increasingly finding support in other parts of Germany.

Nationwide initiatives to promote renewable energies

At the national level, the federal government has already passed a draft law to implement the EU Energy Directive (RED III). This law aims to significantly simplify the approval processes for wind and solar energy by creating acceleration areas and shortened approval times. The draft was presented by the Federal Ministry for Economic Affairs and Climate Protection as well as other ministries and could soon have a positive impact on the speed of innovation in Lower Saxony, as [bundeswirtschaftsministerium.de](https://www.bundeswirtschaftsministerium.de/Redaktion/DE/PRESS Releases/2024/07/20240724-authorization-process-windenergie-an-land-solarenergie.html) explains.

The revised EU directive also sets a goal: by 2030, the share of renewable energies in the EU's gross final energy consumption should increase to at least 42.5 percent. Such guidelines are motivating and help ensure that Lower Saxony continues to occupy a leading position in German wind energy policy. A well-planned wind energy expansion can advance both climate protection and exploit economic opportunities, and Lower Saxony shows how both can go hand in hand.
