Kaiserpfalz Quarter in Goslar: Investor’s withdrawal endangers project!
In Goslar, work has been going on on the Kaiserpfalz district for over a decade, but the future of this ambitious project is hanging in the balance. The investor Hans-Joachim Tessner has surprisingly withdrawn from the planning, which is seen as a shock by many. Mayor Urte Schwerdtner (SPD) was disappointed by this turn of events and described its reasons as understandable, but could not hide the fact that the project in its current form can hardly be saved. NDR reports that ...
The criticism of the project, which was recently voiced by four associations, including the Lower Saxony Homeland Association and the Goslar Nature Conservation Association, focused on the parking lot planning. Tessner stated that the allegations that the costs for the park wall were passed on to the city were the decisive factor in his withdrawal. He described the criticism as “crossing a line”. A project with obstacles

With Tessner's withdrawal it will now be difficult to continue the project as planned. “The development will not be able to continue as desired,” Regionalheute also stated, and Schwerdtner is already planning talks with the parliamentary group leaders of the Goslar Council to discuss a new course. An intergroup meeting is scheduled for Wednesday afternoon to discuss how to proceed. Regionalheute reports that ...
Citizen participation and urban planning
Effective citizen participation in urban planning is a topic that has been discussed for many decades. The desire for a real say in planning processes has been an issue since the 1960s. But district initiatives often perceive the participation offers as “sham participation” where no influence can be exerted on crucial political issues. According to the Federal Agency for Civic Education, there are numerous mechanisms that make it difficult for residents to make real decisions. The bpb describes examples that...
The debate about the Kaiserpfalz district is another example of how complex urban planning projects are caught in an area of tension between economic ambitions, civic interests and political decisions. It remains to be seen whether the current project can still be saved under the given circumstances. What is certain, however, is that current developments in the area of urban planning will trigger further discussions about citizen participation and transparent decision-making processes.
