The Ennepe-Ruhr district has reason to be happy today: it is receiving a total of 33 million euros from the federal government's special funds, which represents welcome support for the district's infrastructure. This amount is part of a broader initiative aimed at improving the quality of life locally and producing visibly positive outcomes for people. The funds particularly benefit schools, kindergartens, roads, bridges and local public transport. In the southern area of ​​the Ennepe-Ruhr district, a total of over 40 million euros is expected for cities such as Gevelsberg, Ennepetal and Schwelm. The support is distributed among the individual municipalities as follows:

Background of the special fund

But what is actually behind this generous funding pot? A change in the Basic Law in March 2025 made it possible to set up a special fund of over 500 billion euros to finance urgently needed investments in public infrastructure and make the country climate-neutral by 2045. As the Federal Government explains, the funds should not only be used to correct existing deficiencies in roads and bridges, but also to strengthen Germany's competitiveness.

The Federal Cabinet decided to mobilize the funds on June 24, 2025, and the Bundestag passed the law on September 18, which was finally approved by the Bundesrat on September 26. This shows that the political community has unanimously recognized how urgently infrastructure reforms are needed.

Investment priorities and criticisms

Around 37 billion euros have already been planned for the implementation of investments in 2025. These are to be used over the next twelve years, with the focus on expanding the transport infrastructure, supporting digital education and daycare centers. The climate goals are also firmly in view, as Tagesschau reports.

Despite the positive development, there are also critical voices. Observers fear that without clear control mechanisms the funds could be misused. The Federal Audit Office described the regulations for distributing the 100 billion euros to the federal states as “insubstantial”. The legislature must make improvements here in order to really get the best possible out of the special fund.

It remains to be seen whether the funds and the accompanying investment strategies will ultimately bring tangible benefits for the citizens in the Ennepe-Ruhr district. What is clear, however, is that the course must be set for better infrastructure – and now!
