New transport system for 4.2 million citizens: changeover achieved!
There is exciting news in the field of transport in Cologne. Reported today, November 4, 2025 Commune 21 that the Competence Center for Transport has introduced a new software solution. The choice fell on the OK.VERKEHR FS program from Telecomputer, a member of the AKDB. This decision was necessary because the previous procedures were discontinued and are therefore no longer up to date.
The Europe-wide award procedure brought the new software into play, which now maps legally relevant processes in accordance with the Road Traffic Act and the Driving License Ordinance. The digital application process for driving license issues, which is made available via the GenM online service, is particularly interesting. These offers include applications such as BF17, initial issuance, exchange and replacement of driving licenses.
Changeover in full swing
The conversion to the new solution is already underway successfully in cities such as Mönchengladbach, Wesel, Düsseldorf, Bottrop, the Rhine district of Neuss and Kleve. In order to master this digital transformation, comprehensive work is necessary, including configuration and migration processes, template creation, training as well as error analysis and documentation. It is confident that the project can be completed by December 31, 2025.
The Competence Center for Transport was founded in 2004 and now looks after 12 driving license authorities and 14 registration authorities. We look after a population of around 4.2 million in the area of driving licenses and around 5 million in the area of vehicle registration. This corresponds to approximately 3.5 million registered vehicles.
