Security of the St. Martin's parades: SPD demands clear solutions and transparency!

In the current debate about the safety of the St. Martin's parades, the SPD district council faction expresses concerns about the number of police personnel. There is great concern, especially in view of the reports from communities on the right bank of the Rhine, which are looked after by the district police authority. The Bonn police headquarters have now made it clear that there is no concrete threat situation in the communities on the left bank of the Rhine where the St. Martin's parades take place. Nevertheless, the assessment of an abstract risk situation remains at a high level, as Rundschau Online reports.

This situation has meant that organizers of St. Martin's Day parades have to take increasing responsibility for security concepts. It is no longer the sole responsibility of the police to ensure security. Events that take up more traffic space than usual also require a permit and are subject to specific safety requirements. This causes confusion and uncertainty in the affected clubs and associations, as can also be found on Schützenwesen.

Role of the police and the organizers

The police look after over 200 St. Martin's trains in the Bonn area, including trains in Wachtberg, Bornheim, Königswinter and Bad Honnef. Smaller St. Martin's Day parades may not require police escort. The SPD in the area on the right bank of the Rhine is particularly concerned about reports that fewer police escorts are planned for the St. Martin's Day parades. This means that an official request should be made to the district administration in order to provide clarity about the coordination between the police, municipalities and schools and which road safety measures are planned.

In connection with the St. Martin's Day parades, reference is also made to the security discussions in neighboring districts. These have been dissolved without stricter requirements, which raises the question of how such measures are handled in Bonn. There have also already been train cancellations in Brühl and Leverkusen, although the cancellation in Leverkusen was withdrawn after protests. In Brühl, three of 18 daycare centers decided not to take part in the St. Martin's Day parade due to safety requirements.

Event Guidelines

As the NRW Interior Ministers Conference emphasizes, security aspects at major events are regulated by various technical laws. An interdepartmental working group has created an orientation framework that is intended to help municipalities plan and carry out events with increased risk potential. The framework aims to strengthen the responsibility of chief administrators and ensure that all good experiences are taken into account when planning.

Systematic follow-up should also help to continuously improve safety standards. Organizers are requested to submit their security concepts in accordance with the requirements of the responsible municipality and can contact the central contact person in their municipality. This structure is intended to increase the safety of St. Martin's parades and other events.

With this information in mind, it is hoped that the safety conditions for the St. Martin's parades in Bonn and the surrounding area will be improved so that everyone involved can take part with a good feeling.
