No criminal proceedings against Pföhler: disappointment after flood investigations

The Ahr region remains in the headlines even after the devastating floods of 2021. The public prosecutor's office has now rejected all complaints against the termination of the investigation into the case of former district administrator Jürgen Pföhler (CDU). This was announced on October 27, 2025, as SWR reported. Accordingly, the investigations by the Koblenz public prosecutor's office were viewed as complete and lawful, so that Pföhler does not have to go to court.

On the night of the flood, twelve people tragically died in a residential building belonging to Lebenshilfe Sinzig. This casts a particularly dark shadow over the entire issue. The victims' lawyer, Christian Hecken, criticized the decision as "crazy, but to be expected" and spoke of it putting the survivors' lawyers at a disadvantage. He plans to initiate legal proceedings before the Higher Regional Court (OLG) to review the decision.

Controversies surrounding the investigation

Attorney General Harald Kruse vehemently defended the decision and sees no breach of duty, while his colleague, Olaf Langhanki, Jürgen Pföhler's lawyer, reacted to the decision unsurprisingly. Cornelia Weigand, Pföhler's successor, spoke out in favor of a rethink in disaster control and regretted the end of the investigation. Ulrich van Bebber, head of Lebenshilfe Sinzig, described the decision as a fatal signal for those affected.

It remains unclear what impact these controversies will have on the political landscape in the Ahr region. The debate about disaster protection will certainly continue, especially in view of the serious consequences of the flood.
