The Koblenz Higher Administrative Court has declared the previous development plan for the “Old Brewery Area Quarter” to be unlawful, which has brought all progress to a standstill. New plans for the site

Claudia Lennartz, managing director of the Agsta Umwelt planning office, confirmed that the new development plan will be drawn up from scratch. Traffic, noise and environmental reports must also be revised. Schenk had originally expected minimal delays, but the new process is now expected to take nine months. Despite the unexpected hurdles, some potential remains: The new plan envisages two separate development areas: a general residential area and an urban area on Hofenfelsstrasse. This separation could promote both housing and retail, but retail space is limited to a maximum of 400 square meters.

However, the consideration of neighbors' complaints remains pending. It is unclear whether the neighbors' existing complaints will be incorporated into the redesign. Nevertheless, the aim is to implement looser development in the residential area. The planned development envisages up to four full floors, which can be supplemented with technical structures. Interestingly, the investor bears the costs for the new planning procedures himself.

Legal framework
