Saarland presents controversial climate protection concept - IHK raises the alarm!

In Saarland, a lot is happening in the area of climate protection! On July 23, 2025, the state presented a comprehensive climate protection concept (KSK) that aims to reduce greenhouse gas emissions by 2030 by at least 65 % compared to 1990. These ambitious plans were presented by Environment Minister Petra Berg (SPD). Ultimately, the extensive measures should lead to the Saarland is climate -neutral by 2045. But not all actors are enthusiastic about this project.

The Saarland Chamber of Commerce and Industry (IHK) expressed sharp criticism of the final version of the climate protection concept. It was particularly criticized that the economy was not sufficiently included in the process. IHK general manager Dr. Frank Thomé emphasized that trusting cooperation was essential to successfully implement climate protection. He also missed early information about the final plans. These points are not only thoughtful to the general public, but could also endanger the progress of the measures.

The concept in detail

The climate protection concept comprises a total of 63 packages of measures, divided into three main areas: “The public sector as a model”, climate adaptation and cross -sector climate protection. Relevant social and economic fields are taken into account, including energy, industry, transport and agriculture. In particular, the public sector is intended to meet 12 special packages of your role model function, while 47 more packages aim at cross -sector climate protection. A focus is also to adapt to the adaptation to extreme climatic events that are part of the population protection.

A central pillar of the plan is the expansion of renewable energies. The Saarland not only wants to profile itself as a "green" location, but also remain a future -oriented industrial country. This includes building a cross -border hydrogen infrastructure to transform the steel industry in the region.

together strong for climate protection

The climate protection concept was created by a comprehensive process that included the participation of citizens, municipalities, associations and all departments of the state government. The entire process was scientifically supported by the Institute for Future Energy and Fabric Strom Systems (IZES). An annual monitoring and the work of an independent advisory board should ensure that the implementation of the measures is regularly checked. The concept is updated every four years to ensure the topicality of the goals and procedures.

The Saarland has taken a significant step towards climate protection with this ambitious plan. But how will the dialogue between the state government and the economy develop? The upcoming steps will be crucial for whether the Saarland not only reaches its climate goals, but also remains an attractive business location.
