The traffic landscape in Schleswig-Holstein is currently upside down. The central railway network was put out to tender again in May, and that caused quite a stir. On November 21st, the court will make a decision on DB Regio's lawsuit. The background is that the state of Schleswig-Holstein has put out a new tender for the central railway network despite offers being submitted. According to the local transport association, however, there were no economic offers before. This led to a legal battle after the Public Procurement Chamber ruled in June that the original procedure was lawfully overturned.
The company in focus
The operation of the lines is to be awarded for 12 years, from December 2027 to at least December 2039. The Central railway network includes important connections such as Hamburg-Kiel (RE 70) and Hamburg-Kiel/Flensburg/Tinglev (RE 7), which cover around five million kilometers annually. The SPD transport politician Niclas Dürbrook sees the award as critical and describes the central network as the most important rail connection in Schleswig-Holstein. Concerns about a smooth transition to a new operator are growing as the current transport contract ends in December 2027.
An interesting development is the award that has already been made for the South-West network, which was put out to tender in parallel, in which the Nordbahn will continue to serve the lines. This involves around 2.1 million train kilometers every year. The judges' preliminary assessment is based on the tender's conditions of participation, which required a combination of offers - a point that will certainly play a role in the coming decision.
