New educational initiatives: ensuring equal opportunities for all children!

Education policy in Germany is facing a change that aims to ensure fair opportunities and the best education for all children. The CDU-led state government in Schleswig-Holstein is trying to find innovative approaches to sustainably improve the educational landscape. In this context, a new focus is being placed on language proficiency testing for all four and a half year olds. The aim is to assess children's level of linguistic development at an early stage and, if necessary, to initiate support measures. A comprehensive language proficiency survey is reported, which also applies to children who do not attend a daycare center, in order to offer every child the same opportunities when starting school. For this purpose, instruments such as the “Bavarian language screening of individual language support needs – BASIS” are used to identify targeted support needs.

This initiative is part of a larger program by the state government, which includes, among other things, the recently launched Start Chances program. This is intended to particularly support schools in challenging situations. Recruiting teachers is also a central concern in order to meet the needs in regions with a shortage and to optimize the functioning of teacher representation.

Mandatory full-day entitlement from 2026

A crucial reform is coming in the coming school year: from August 1, 2026, there will be a legal right to a full-day place at primary schools. This is intended to improve the compatibility of family and work and offer students more time for educational activities. These topics will be discussed intensively at the upcoming educational policy event on November 26, 2025, which will take place from 7:00 p.m. to 9:00 p.m. at the Landgasthof Goldener Hahn in Stuvenborn. Education Minister Dr. Dorit Stenke will be present, together with the financial policy spokesman Ole Plambeck MdL. All interested citizens are cordially invited to actively participate in the discussion about the transition from daycare to primary school and teacher supply.

Registration and participation

Anyone who would like to take part in the event can register by November 23, 2025 at the email address registration@cdu-segeberg.de register. No one interested in education policy should miss the opportunity to take part in such a discussion, which addresses important future issues.

With these measures, the state government is pursuing a clear course: education should be accessible and fair for every child, and this begins in the earliest years. The coming months promise exciting developments for the future of education in Schleswig-Holstein.
