Baden-Württemberg revolutionizes administration: New law frees municipalities!

At a time when the challenges for state institutions are growing steadily, the state government of Baden-Württemberg takes an important step towards bureaucracy and administrative moderation. Prime Minister Winfried Kretschmann has announced the introduction of the municipal Freedom of Regulation Act today, which enables municipalities and counties to test new and innovative forms of tasks. This is done against the background of an increasing shortage of skilled workers and increasing demands on public administration. As reports Baden-wuerttemberg.de, it is the main goal of the law to accelerate and simplify the administrative procedures for citizens, companies and administrations and to significantly reduce costs.

Interior Minister Thomas Strobl emphasizes that the new law gives the cities and municipalities more scope in order to respond to local needs. Municipalities, counties and even special-purpose associations can now try out how to do their tasks more efficiently and easily without endangering the security of life and life or compliance with applicable federal and EU law.

Practical implementation and deadlines

Applications for the exemption of state law regulations can be made directly by mayors or district administrators, and the municipal state associations also offer support. These applications are to be sent to the responsible ministry, which decides on the award within three months. The law is limited until December 31, 2030 and stipulates that the tests are designed for a maximum of four years. Successful tests could then be implemented nationwide and permanently for all municipalities.

The municipal regulatory exemption law takes up the proposal of the Baden-Württemberg district council and follows the principle of standard testing laws, as are already practiced in other federal states. The aim is to identify and review systematic relief options in municipal practice in order to take into account the demographic development and the shortage of skilled workers. The progress is regularly reported to the state parliament, with specified dates for evaluation, including June 30, 2026 and December 31, 2028, according to [Beteiligungsportal.baden-wuerttemberg.de] (https://betiligungsportal.baden-wuertttemberg.de/de/lp-17/kommunales- Regulation Freedom Act).

A step into the future

The introduction of this law is part of the relief alliance for Baden-Württemberg, which has processed 500 problem ads in recent years and has worked out over 350 solutions. With the testing of new solutions, an attempt is made not only to make legal requirements for future -oriented, but also to improve the practical feasibility on site. The focus is on reducing bureaucratic hurdles and at the same time increasing the expediency and efficiency of public administration.

In view of the growing challenges in the municipal landscape, the state government will do everything possible to promote administrative modernization and thus also ensure that the municipalities relieve sustainable relief. It remains to be seen what will look like, whether the municipal regulatory exemption law actually achieves the desired effects. Compliance with the deadlines and the transparent exchange about the experiences gained will be crucial for the success of this initiative.
